The story
The Brooklyn Heights Promenade runs along the top of the bluff between Joralemon and Orange Streets, facing the whole of Lower Manhattan. It is not built on the ground. It is the roof of the Brooklyn Queens Expressway's triple cantilever, with two levels of highway stacked below you and Furman Street at the bottom.
The Parks Department notes that in 1850 this edge was mostly private gardens, and neighbors walked to the ends of the streets for the view. The walkway opened to the public in the middle of the twentieth century, and after 11 September 2001 neighbors gathered here for weeks and left tributes.
The city now plans a rehabilitation of this stretch of the expressway costing about four billion dollars, starting around 2030 and lasting about ten years, with a temporary bypass below that the city says will not block the Promenade. From here, walk down to Fulton Ferry Landing for the NYC Ferry to Wall Street and Pier 11, or take the subway from Clark Street.
