The Franklin Delano Roosevelt Memorial is a presidential memorial in Washington, D.C., dedicated to the memory of the 32nd president of the United States, Franklin D. Roosevelt. Dedicated on May 2, 1997, by President Bill Clinton, the national memorial is spread over 7.5 acres (3.0 ha) adjacent to the southwest side of the Tidal Basin along the Cherry Tree Walk in West Potomac Park.

The story

Every other memorial on the Tidal Basin asks you to look up. This one asks you to walk through. Lawrence Halprin was a landscape architect rather than an architect, and when he was chosen in 1974 he laid Roosevelt out flat: four open air rooms across 7.5 acres, one for each term he won. No dome, no columns, no grand staircase. The tallest thing here is the tree line.

Walk the rooms in order and the design does its work. The stone is warm carnelian granite from South Dakota set with gray granite from Minnesota, 31,269 blocks of it, the largest weighing four and a half tons. Water runs through the whole memorial, more than 100,000 gallons across seven fountains and pools, and it gets rougher as the story does. A single quiet drop in the first term. Broken, staggered falls by the war years. Then it settles.

What people remember is the human scale. George Segal's breadline is five men waiting, cast at your own height, and there is a gap left in the line where visitors stand. In the third room Roosevelt sits with Fala at his feet, and the dog's ears are worn bright by hands. In the fourth, Eleanor Roosevelt stands in front of the United Nations emblem, the only First Lady given a statue in a presidential memorial.

The one room that was not in the plan is the first one you enter. The original design kept Roosevelt's wheelchair nearly out of sight, and disability rights advocates pushed until that changed. On January 10, 2001, President Clinton dedicated a new Prologue Room holding Robert Graham's bronze of Roosevelt in the kind of chair he actually used.

Roosevelt himself asked for something far smaller. In 1941 he told Justice Frankfurter he wanted a block the size of his desk, set in front of the National Archives. That block is there too, plain white marble, and almost nobody finds it.
