The largest city hall in the country, 1871 to 1901, Second Empire, with the 37 foot bronze of William Penn on top of a 548 foot tower. By a gentlemen's agreement nothing in the city was built taller until 1987. The tower has an observation deck under Penn's feet.
Guide's tip. Tower tours are ticketed and small; book ahead. The courtyard is free.
